[wix-users] Transform Error

As far I know, IS adds its own entries in msi tables, which WIX doesn't
have. I'm not sure if you are creating IS specific tables and entries in
your WIX. So transform might not be able to find the changes to do... but
not sure, as I worked with transforms almost 6 years ago.
