Looks like wusa.exe is what got hung not burn at all! When you try
this again, please confirm that wusa.exe is still running when the
install appears to hang. You might want to confirm that wusa.exe's
parent pid is vcredist_x86.exe. I really doubt the problem would be
that burn is somehow missing that the process has completed so I
expect wusa.exe is getting hung is some legitimate fashion but I don't
know what that might be.

I have to admit I know next to nothing about wusa.exe. I'll try to
continue to help but this might have gone over my head.
