We do not make any changes to those WixCA. 

Still regarding the usage of these binaries (WixCA.dll in particular, as some will be used at runtime when the MSI engine calls them). 
I was wondering if there are any license problems as they are distributed with msi package we ship.

  But if you are using them in an unaltered fashion than the spirit of the license is that you are not bound by it.  If however, you make modifications/improvements/enhancements to those WiX CA"s, then they should be submitted back to WiX in a pull request.  I find it easiest, since I do extend/modify the functionality, to fork and publish my code on github, and I am an active contributor to WiX, which from my understanding meets the requirements of the license.

We use WiX Toolset to create our product's MSI and I'm having a question regarding the MS-RL licensing model and in particular the 3.A - Reciprocal Gants.
There is a statement which is aimed to clarify the license here:http://wixtoolset.org/about/license/

If my understanding of the license below is correct, our MSI produced with WiX falls outside MS-RL license:
"OuterCurve Foundation does not view the installer packages generated by WiX as falling within the definition of a derivative work, merely because they are produced using WiX. Thus, the installer packages generated by WiX will normally fall outside the scope of the MS-RL, and any of your source code, binaries, libraries, routines or other software components that are incorporated in installer packages generated by WiX can be governed by other licensing terms"
However, we are using custom actions from the WiX Toolset within the MSI we're producing (i.e. wixca.dll), so this binary code which is part of the WiX Toolset will get distributed with our MSI.
Question is: are we falling within the scope of MS-RL in this case of not? I assume we do, but I ask here for confirmation.
