You have it exactly correct. If you think this issue is that the MSI is created incorrectly that would be a WiX issue. But actual installation issues are not in our control, that's between you and the Windows Installer (except WiX custom actions... but you're explicitly not using those here).

So what draws the line between WiX and Windows Installer teams?

I assume the entries written into the MSI database is still WiX's responsability, the processing of the entries at install time is windows?
