I haven't read all of this but if I understand you want to display 1 of 2 mutually exclusive EULAs at install time.
The way I've handled this in the past is to inject an additional control with the same X, Y, Height, Width along with ControlConditions to control which one is made visible.

Here is what I tried but doesn't work... can you not change a value of a WixVariable at runtime?

SERVERLESSINSTALL is a run-time property. These <?if?> statements are evaluated at build time. Since both prove to be false, wix falls back to the default EULA shipped with wix.
