[wix-users] Boostrapper functionality

Hi,
does bootstrapper application (App.exe) reduce the possibilities for installs/updates for windows administrators? For example, admins have specialized software to do network updates for domain users when dealing with msi installers. If we build bootstrapper on top of msi, do we reduce the posibilities for admins to do installations / upgrades?
