[wix-users] Reboot required

Look at the rest of the log, see if there are any files in use messages,
typically associated with error 1603.

The updater runs in elevated mode, I stop the service before starting the
upgrade starts.
What else can this be?

Which user has access to C:\Config.msi?  That's normally an Administrator
and System only Location, which leads to the next
question: Are you running your minor upgrade with Elevated Privileges?
