[wix-users] Upgrade Failure Leaves No Products Installed

Behavior on a failed upgrade depends directly on the scheduling of RemoveExistingProducts.  See the documentation for the MajorUpgrade element.  What is your scheduling?

I have an installer, and I wanted to make sure that an upgrade failure functions correctly. So I have 2 versions of my installer. I installed the old version, then installed the new version with WIXFAILWHENDEFERRED=1. The new version installs, fails, roll backs, but then never reinstalls the old version.

Anyone have any idea what might be happening?
