[wix-users] light.exe on Windows 10 from Service: The Windows Installer Service could not be accessed

Thank you Bob. The problem was in the build server (MSI Factory). It has
logic to "continue after validation errors", which no longer works under
Windows 10. Specifying "-sval" fixed that.
