Ahh, means that codepage may not be supported by MSI. You may need to switch to the officially unsupported but mostly works utf-8 (65001).

I will check with our localization team and local distributor, but normally they only localize the text in our software.  
Is the only thing needed the translated text? The Wix software does not compile when I set the locale and codepage to be Vietnamese vi-vn (1066).

Error message:
light.exe(0,0): error LGHT0001: No data is available for encoding 1066.
