Just FYI: Seems was an issue with W10 RTM: After applying Windows Update (KB2267602 / KB3074678 / KB3074686 / KB307468) this issue was solved and NGEN works as expected. BTW: KB3074683 is a Cumulative Security Update which changes at least 1584 files!
