[wix-devs] BAF/BAExtension testing

There's a sample template at src\ext\Bal\Samples\bafunctions. And a manual
test bundle at src\test\burn\TestData\Manual\BundleA (BAFunctions is
in src\test\burn\TestData\Manual\BafThmutilTesting).
