If we actually have time to discuss one of my items, I'd rather do #5125 -
Force cache package if already present.

For #5950, the reason I initially brought it up was because I misunderstood
the original issue that caused Burn to rollback MSI packages differently
than the other packages (#3089). I thought that when the user canceled too
late, MSI was returning the user canceled error code. But that wasn't true,
MSI was returning success. In fact, if the BA had only canceled during the
MSI progress message and never canceled again then the bundle would
continue installing. I'm not going to get to these rollback bugs until I'm
done fixing caching or later, because the rollback bugs should be fixable
at any time.
