WiX v3 isn't under development. You'll want to clone the `Core` repository to get the WiX v4 Bundle creation code. I expect the code you are looking for is in the Bundle backend.

Hello, I'm new here!

I've been using WiX on and off for the past couple of years and thought I could lend a hand with development. There's one issue https://github.com/wixtoolset/issues/issues/4008 which caused me trouble recently so I'd be keen to fix it if I can!

I've cloned the wix3 repo but Visual Studio is saying "The "Microsoft Windows SDK for Windows 7 and .NET Framework 4" or "Visual Studio 2010" or later must be installed." Apparently that SDK only supports up to Windows 7.

Just to confirm - do I need to be on Windows 7 or older to work on WiX v3.x? (If so, I will make a VM)
