[wix-devs] Saying hi and setting up VS

Hello, I'm new here!

I've been using WiX on and off for the past couple of years and thought I could lend a hand with development. There's one issue https://github.com/wixtoolset/issues/issues/4008 which caused me trouble recently so I'd be keen to fix it if I can!

I've cloned the wix3 repo but Visual Studio is saying "The "Microsoft Windows SDK for Windows 7 and .NET Framework 4" or "Visual Studio 2010" or later must be installed." Apparently that SDK only supports up to Windows 7.

Just to confirm - do I need to be on Windows 7 or older to work on WiX v3.x? (If so, I will make a VM)
