[wix-devs] Contributing - issue 4008

Hi,

I have written a fix and a test for issue 4008<https://github.com/wixtoolset/issues/issues/4008>, but it involves changes in 3 repositories: Data, WixBuildTools and Core. The changes in Core rely on the changes in the other two repos. Should I open the three PRs now, so they can be reviewed together?

Also, how do I go about signing a .NET contributor's license agreement? The page linked from the Wix website keeps giving me errors.
