[wix-devs] 4858 - Add UninstallMsiPackage element for bundles

I think this is safe because it will only uninstall what is explicitly authored (matching the UpgradeCode) and already on the machine. The install scope does need to match so Burn won't elevate a per-user package.

I came across this issue recently and it made me think of the orphan compatible MSI package feature from VS that I pulled a while ago because it was running packages that weren't in the manifest. Can we loosen that restriction, or is this issue also not possible to do securely?
