[wix-devs] BOOTSTRAPPER_REQUEST_STATE_MEND and #5911

I agree that we don't need to expose it via authoring. DisplayInternalUI is
not exposed in v4 either, unless you count Bal.wixext's
DisplayInternalUICondition attribute.
