[wix-devs] 4099 - Support outbound firewall rule

Overloading an existing column is the only way to do it for v3.14. That said, it's more like abusing the attributes column -- outbound isn't a flag, it's direction with two possible values. And the feaOutbound value is wrong.

That said, the change itself seems otherwise safe for v3.14.

Subject: [wix-devs] 4099 - Support outbound firewall rule

We have some pull requests for this feature. One implements it by adding a new column, and another does it through the existing attribute column. Does anyone have any opinions about which way it should be done? If we go with the attribute column, would we take it in v3.14?
