[wix-devs] Linux changes

"Eventually," meaning at some point in the possibly-distant future, to be able to use "modern" C#. The same thing happened with WiX v3 -- we had to stick with .NET 3.5 or below features. Except it's worse with .NET Core and C# mutually driving each other and the .NET team's desire to see Framework die a fiery death.

I don't follow. For example, I don't expect to change WixToolset.Core.dll to anything other than netstandard2.0. Or wix.exe to anything other than netcoreapp2.1.
