[wix-devs] 5539 - Modularize Burn searches

I implemented  https://github.com/wixtoolset/issues/issues/5539 and sent a
pull request with an updated WIP for what I did. I ended up touching 9 of
the micro repos, so didn't want to leave 9 pull requests hanging out there
and merged them right away. Links to the pull requests can be found from
the issue (I didn't link the Tools or Bal.wixext PRs since they weren't
related to the issue). I'm interested in feedback.
