[wix-devs] Declare/Use const BSTR

Probably in an extension that needs BSTRs that can be const. I'm not sure they are strictly needed. Back in the old days (1999) I think BSTR functions were a bit stricter about not being "just a Unicode string" but after everyone messed it up they got smarter. But I'm not 100% confident in that.
