[wix-devs] Would a PR for #4368 be worth it?

We use WiX for our software installers and have recently encountered the
FIPS issue described here: https://github.com/wixtoolset/issues/issues/4368

I would be interested in taking a look at the issue and potentially working
on a solution for it in 3.x, but wanted to make sure that a PR for
something like that would still potentially be accepted since 3.x isn't
under active development. Would it be worth my time to work on this?
