[wix-devs] problem with floating version number in Core

We could do that for dev scenarios but note that appveyor always starts from a clean virtual machine so it isn't likely to happen there.

We already have nuget restore commands in the appveyor build script. How about we just add --force to them? It just feels like we're tempting fate if our build script doesn't make sure it's using the latest stuff.
