The solution was to patch
`src/ext/DifxAppExtension/wixlib/DIFxAppExtension.wixproj` as follows.

+<Project DefaultTargets="Build" xmlns="
http://schemas.microsoft.com/developer/msbuild/2003" ToolsVersion="4.0">
```

Now I will be able to schedule some work for myself (to begin in a few
weeks).  I will fork the wix3 repo so I can build this feature:
https://github.com/wixtoolset/issues/issues/5490

I will email this list when the work is completed.
