[wix-devs] Prerequisites update

I've discovered an aspect on which
https://wixtoolset.org/development/building-wix/ appears to need an update:
.NET Framework 3.5 SP1 needs to be installed, or certain projects that target
Framework 2.0 will fail to build (at least for a command line build) with an
error message. It may also be worth noting that building WiX requires the
xp-compatible C++ toolchain, not the "modern" one.
