[wix-devs] WIXBUG5750 and RollbackBoundary

Ok, after reading back through the wix-users thread from the issue I see
the difference. Most people install .NET using the preqba, so it goes
through a successful complete cycle of Detect/Plan/Apply before trying a
new cycle to install the rest of the bundle. Because the bundle was
registered in the first cycle, it doesn't unregister itself in the second
cycle.
