I must be missing something, as I don't see a lot of things that I would expect in tools... Candle, Light...
I did port my simple change to wix4 locally, and eliminating the upper casing of the file names, and turning on DICT_FLAG_CASEINSENSITIVE does resolve the issue reported in 5809.

B) All the code should be in the micro repos. The cab code is in Core.Native, the end user executables/MSBuild tasks are in Tools.
