[wix-devs] Fresh clone, 64% of wix3 tests fail

I followed http://wixtoolset.org/development/building-wix/ exactly and I'm on VS2015 with no project load errors. Everything builds fine.

Whether I run test.bat or using Visual Studio to run the tests, most of them fail. I don't see any pattern to the errors.

Is this known and something to ignore, or have I gotten something wrong?
