You don't need access to the Windows Store. Just go to VS Marketplace and download the .vsix. Or, even easier, use the Extension Manager inside VS to install.

We're having some issues installing on Server 2016 and VS 2017.

It appears Microsoft has removed Store support from Server 2016.  That's irritating.

I'm investigating why we're having an issue here.  Most of our VS 2017 Workstations will be deployed on Server 2016.
