[wix-devs] Changes for wix3 and wix4

Shouldn't make much difference in this case but guidance is v4 first and v3 if approved (which this is, of course).

I’m assuming – though correct me if I’m wrong – the WixVSExtension changes for VsixPackage should go into both repos, but is there any preference where to make them first? Is it easier to port from wix3 to 4, or vice versa?
