[wix-devs] Old PRs and v3.11

In Wix3, there are two open PRs that are tagged v3.11 and have been sitting idle for quite some time.

One of them (for https://github.com/wixtoolset/issues/issues/4499) has been fixed in v4 for quite some time, and the issue can finally be closed by simply merging the v3 PR (https://github.com/wixtoolset/wix3/pull/275).

The other one (for https://github.com/wixtoolset/issues/issues/4791, which is marked v3.11) appears to need some TLC from its dev, according to the comments and tags in the PR.

Then there are 8 other PRs, 6 of which appear equally neglected (not having been touched in over a month). Should we discuss any of these in the next meeting, or do these simply need some time spent on them?
