[wix-devs] ARM

Last time I checked (admittedly a year+ ago) Microsoft did not publish the Windows SDK for ARM with the necessary libraries to successfully build for ARM. If the tooling is now all available, it'd be great to get it turned on.

While migrating/upgrading our toolset, I also noticed we have a number of ARM custom actions and know we're not building for ARM publicly. Any thought to cross-compile to ARM?
