[wix-devs] Clean room defect with 3.11.2 - /layout

I need to look at the PR, but those Variables are only set when running in a clean room. They are the best way to know if you're running in the clean room.

My fix uses BURN_BUNDLE_SOURCE_PROCESS_FOLDER / BURN_BUNDLE_SOURCE_PROCESS_PATH, which from my understanding should always be valid.
