WiX v3.11 is already has a build out. Not sure what is questionable about v3.11.

And it's Bob's call but IMNSHO WiX v3.10.3 should only have security and backwards compatibility fixes in it.

Before we close down 3.10 and since it sounds like a 3.11 is questionable, can we add the support for VS2015 in https://github.com/wixtoolset/wix3/pull/297? Not only has VS2015 been out for a while, we'll need this to move from the original wix37 branch internally (along with the lit.exe command line parsing change I'm finishing now).
