Says "start in v4". IIRC, I was making the case for this for wix 3.10 because we need it internally and this just became a blocker. If we're talking about a .3, can we get this in? It's just putting the same code for light.exe in lit.exe to pass command line parameters to the custom binder. I'll still put it in v4 in either case.
